After sixty (60) days from the date the first general assembly of the Association is held, no person that is not a member thereof may practice the profession of dental technician in the Commonwealth of Puerto Rico. The dental technicians in active duty in the United States Armed Forces in the performance of their official obligations and those who are permanent employees of federal agencies that participate in research projects in the field of dental techniques, duly recognized by the Puerto Rico Board of Examiners of Dental Technicians and the Department of Health, are hereby excluded from this provision.
