The destiny of the Association shall be ruled, in the first place, by the General Assembly and in the second place by its Board of Directors.The Board of Directors after having been constituted and is operating shall organize the delegates according to the sections of the districts or local bodies established by the regulations of the Association and shall select the members of its Committees or Commissions who shall have the obligations that are established in the regulations of the Association.
