Every dental technician duly authorized to practice his profession and who pays his first annual dues shall be issued a certificate in addition to a receipt which shall state that said member of the Association has met all the legal requirements and regulations and that he is authorized to practice his profession during the year in accordance with and under the conditions established by the Associations’s regulations. For the second and subsequent years the regulations shall provide for the issuing of a certificate renewal seal that will allow him to practice his profession as a member of the Association.
