Every teacher or professor engaged in teaching automotive techniques or mechanics in public or private schools in Puerto Rico shall have to hold an automotive technician’s license issued by the Board of Examiners of Automotive Technicians and Mechanics of Puerto Rico and, in addition to the license certificate issued by the Department of Education of Puerto Rico, shall have a duly associated [sic].
