Every automotive technician with ten (10) or more years of experience or automotive mechanic with five (5) years of experience as such, who wishes to be granted a license without an examination, shall file an application for a license without an examination within an unpostponeable term, which as of 1993, the term shall be extended until September 23, 1993. In the application a certification shall be presented which will state the time, date and place that the trade was engaged in, among others [sic].
