The regulations shall establish elected or designated district delegations or local bodies which shall function and comply with their duties in the manner and under the conditions dictated by the Association’s regulations; but the election or designation of those who shall constitute them shall be done, except in the event of a delegation of this power, by the members of the Association who reside or have offices in the respective territorial boundaries of the delegations or local bodies.
