When an automotive technician or mechanic who is duly authorized to practice the trade pays his first annual dues, he shall be issued a certificate in addition to a receipt which will state that the person has met all the legal and regulatory requirements for membership in the Association; for the second year and thereafter the regulations shall provide that a certificate renewal card shall be issued upon payment of the annual dues accrediting him as a member of the Association.
