Ninety (90) days after the holding of the first General Assembly and electing the first Board of Directors of the College of Medical Technologists of Puerto Rico, the medical technologist who practices the profession in Puerto Rico without being duly collegiated or who announces himself or passes himself as a collegiated medical technologist without being duly collegiated shall be guilty of a misdemeanor and upon conviction thereof shall be punished by a fine of not less than twenty-five dollars ($25) or more than fifty dollars ($50) or by imprisonment in jail for a term of not less than two (2) months or more than four (4) months, or by both penalties in the discretion of the court. In the case of a second conviction the penalty shall be imprisonment in jail for a term of not less than four (4) months or more than six (6) months. The medical technologist who becomes a recidivist for the third time shall be punished by imprisonment in jail for a term of not less than four (4) months or more than six (6) months and in addition, the judgment shall constitute sufficient cause for the revocation by the Board of Examiners of Medical Technologists of the license which it had previously
