The Board shall elect from among its members a chairperson and four (4) associate members, who shall hold office for four (4) years and until their successors are appointed and take office. The first five (5) members shall be appointed, one (1) for a term of one (1) year, one (1) for two (2) years, one (1) for three (3) years, and two (2) for four (4) years, respectively. If prior to the expiration of the term of any such member a vacancy occurs, the person appointed to fill the same shall hold office for the remainder of the unexpired term and until his successor is appointed. The person appointed to fill the vacancy shall be a representative of professional appraisers of the same level or type of appraiser as the member who caused the vacancy. In the case the vacancy is that of the representative of the public interest, the person designated for the office shall represent the public interest.
