The Board shall hold at least four (4) meetings annually for the consideration and resolution of its affairs, and it may meet as many times as necessary for the prompt transaction of its business and duties, subject to the provisions of § 2305 of this title relative to per diems. Three (3) members of the Board shall constitute a quorum. The vacancy or absence of two (2) of its members shall not affect the right of the remaining members to exercise all the powers of the Board.
