The Board shall deny the issue of a license or certification upon previous notice and hearing to any applicant who:\n(a) Attempts to obtain a license or certification through fraud or deceit;\n(b) does not meet the qualifications to obtain a license or certification established by this chapter, and\n(c) is mentally disabled, an alcoholic or a controlled substance user, dependent or addict, according to official information obtained by the Board.\nHistory —July 31, 1974, No. 277, Part 2, p. 326, § 12; Aug. 14, 1991, No. 62, § 9; Dec. 26, 1997, No. 194, § 10.
