The hearing shall be public unless waived by the aggrieved party. The hearing shall be held before the full Board or before three (3) of its members. If the case is heard by three (3) of the members of the Board, the decision of the latter together with a transcription of the evidence shall be filed with the full Board for final decision, in which at least three (3) of the members shall concur and shall sign it.\nHistory —July 31, 1974, No. 277, Part 2, p. 326, § 12(D), retroactive to July 1, 1974.
