If the reconsideration is denied, or if granted and the decision of the Board is adverse to the aggrieved party, he may, within the term of thirty (30) days after having been notified of the final action of the Board appeal same before the San Juan Part of the Court of First Instance of Puerto Rico. The review shall be limited to issues of law and shall be made in the light of the original documents, the transcription of the oral evidence and the documentary evidence. Upon a request for review the Board shall refer the record of the case to the court.
