The Board is hereby authorized to establish, through the conditions and qualifications it may deem necessary and advisable, reciprocity relations to grant licenses of Puerto Rico without examination, directly with states or territories of the United States or with any foreign country where qualifications similar to those established in this chapter are required to obtain a license and a similar concession is provided for those licensed or certified by this Board.\nThe Board may issue a provisional license or certification to persons duly authorized by a state of the United States, which would allow the appraiser to practice as such in Puerto Rico to carry out a specific appraisal, when a similar concession is offered in the concerned state to those authorized by the Board. The issuing of the provisional license or certification shall be subject to:\n(1) That the property to be appraised is a part of or in connection with a federally-related transaction;\n(2) that the nature of the appraisal work is temporary, and\n(3) the appraiser registers before the Board, prior to carrying out the work.
