The Board shall by regulation require every real estate appraiser to render his services free of charge in those cases heard before the Eminent Domain Part of the Court of First Instance in which the hiring of a real estate appraiser would be too expensive because they deal with properties of low value belonging to indigent persons.\nHistory —July 31, 1974, No. 277, Part 2, p. 326, § 13(B), retroactive to July 1, 1974.
