The members of the Board shall hold office for a term of four (4) years or until their successors have been appointed and qualify, except for the first members appointed to the Board, who shall hold office: two (2) for one (1) year, two (2) for two (2) years, and one (1) for three (3) years, in the order they were designated by the Governor.
