The members of the Board shall hold office for a term of four (4) years or until their successors are appointed and qualify, with the exception of the first members who are appointed to the Board, who shall hold office; two (2) for one (1) year, two (2) for two (2) years and three (3) for three (3) years, in the order they are designated by the Governor.
