Four (4) members of the Board shall constitute [a] quorum. The agreements of the Board shall be made by the majority vote of those present. The Board shall adopt regulations for its internal operation and shall hold at least one (1) meeting each trimester of the calendar year for the consideration and resolution of its affairs. It shall also hold all other meetings needed for the prompt achievement of its duties and affairs.
