The Governor of Puerto Rico may remove any member of the Board upon the filing of charges, due notice and hearing, for immorality, negligence, having been convicted of a felony or a misdemeanor involving moral turpitude, and incompetence.\nThe Governor shall fill the vacancies on the Board by appointment with the advice and consent of the Senate.
