The Board is hereby empowered to deny a license to any person who:\n(a) Does not fulfill the requirements established in this chapter and its regulations.\n(b) Has attempted to obtain or helped someone else to obtain a license through fraud or deceit.\n(c) Has been found to be mentally unfit by a competent court.\n(d) Is a narcotic drug addict or is a habitual drunk.\nHistory —July 13, 1978, No. 53, p. 528, § 14; Jan. 16, 2002, No. 29, § 16.
