Ninety (90) days after the first General Constituti[ve] Assembly is held and the first Board of Directors of the College of Veterinarians of Puerto Rico is elected, no veterinarian who is not a member of the College may practice his profession in Puerto Rico, and if he were to do so, he would be subject to the penalties provided herein.
