Ninety (90) days after the first General Assembly is held and the first Board of Directors of the College of Veterinarians of Puerto Rico has been elected, any veterinarian who practices in Puerto Rico without having become a member of the College, or who advertises, or any person who passes himself off as a collegiated [sic] veterinarian without being duly accredited shall be guilty of a misdemeanor and, upon conviction, shall be punished by a fine of not less than one hundred dollars ($100) or more than five hundred dollars ($500), or imprisonment for a term of not less than two (2) months or more than four (4) months, or both penalties, [at] the discretion of the court.For subsequent infractions of the same nature he shall be punished by imprisonment for a term of not less than four (4) months or more than six (6) months, or a fine of not less than one hundred dollars ($100) or more than five hundred dollars ($500), or both penalties, [at] the discretion of the court.
