The Legislature of Puerto Rico shall meet at the head of the government at the time established by the legislative bodies by regulation, with the exception of the first session following a general election, in which the Senate of Puerto Rico shall meet at eleven in the morning, and the House of Representatives at two in the afternoon, the second Monday of January of each year, and when the Governor convokes a special session.
