Whenever at the commencement of or during the regular or special sessions of the Legislative Assembly, upon a call of either House it is found that no quorum of members is present, or if any member or members are found to be absent upon any such call, the members present are authorized to direct the sergeant-at-arms of such House, and in his absence, then any other person, to compel the attendance of any or all of the absentees. If the House refuse to excuse such absentee, he is not entitled to any per diem during such absence, and is liable for the expenses incurred in procuring his attendance.
