The Secretary of the Treasury is hereby authorized and directed to pay, from any unencumbered funds in the Commonwealth Treasury, to the widow or widower, or in lieu thereof, to the minor or disabled children of a deceased member of the Senate or of the House of Representatives of Puerto Rico, a sum equivalent to a year’s salary of said deceased member, provided the death occurs during the term for which he was elected or appointed.
