Each legislator may make transfers between the items consigned in §§ 32 and 33 of this title, from item to item, or to another legislator if so requested from the official with authority of the corresponding body. The legislator may also request transfers for those purposes, regardless of the limits fixed in other provisions of §§ 28 et seq. of this title, of any unencumbered amounts within the budget appropriated to him/her for operating expenses of his/her office. The prior authorization of the President of the corresponding body shall be required to these effects.
