In compliance with § 5 of Art. VI of the Constitution of the Commonwealth of Puerto Rico, the Secretary of State shall promulgate all the laws and joint resolutions by affixing thereto, as soon as same are approved by the Governor or have become laws pursuant to § 19 of Art. III of the Constitution, the seal of the Commonwealth of Puerto Rico. Until such time as the seal of the Commonwealth of Puerto Rico has been adopted and is in use, this provision shall be complied with by affixing to the laws and joint resolutions the Great Seal of Puerto Rico.
