It shall be the duty of the Secretary of State to send to the University of Puerto Rico, free of all charge, twenty-seven (27) copies each of all codes, compilations, laws, pamphlets, and all other works, booklets and pamphlets heretofore or hereafter published by the Government of Puerto Rico.
