The Secretary of State shall furnish gratuitously the laws and joint resolutions approved by the Governor, as well as the administrative bulletins so published, to the members of the Senate and the House of Representatives, and to the offices of the Government of Puerto Rico and the municipalities charged with the implementation of said laws, joint resolutions and administrative bulletins or having any interest therein. No entity shall be furnished more than one copy of each of such laws, joint resolutions and administrative bulletins unless there be reasons that justify the need for obtaining more than one copy.
