For the purpose of §§ 196—199 of this title there is hereby created a special fund of eight hundred dollars ($800) from any funds in the Commonwealth Treasury not otherwise appropriated, to be known as 'Special Fund for the Printing and Reprinting of Laws and Administrative Bulletins', which shall be disposed of by the Secretary of State, whenever it be necessary, pursuant to the authority conferred on him by said sections.
