Any bill on which no final action has been taken by both Houses in the session at which it was introduced, whether regular or special, may be considered in any regular session, and in any special session provided the matter is specified in the Governor’s call, that may be held subsequent to the introduction of said bill during the term of the mandate of the same Legislative Assembly in which it was introduced. Upon resuming the processing of a bill in a subsequent session, as above expressed, it shall not be necessary to repeat that part of the proceedings already completed in previous sessions.
