The parking and traffic signal regulations on the grounds of the Capitol of Puerto Rico shall be adopted by concurrent resolution of both Houses and as to parking it shall provide adequate facilities for the press, the citizens attending the Legislative Assembly in public actions or for matters of public character and for visitors of the Capitol of Puerto Rico.
