The presiding officers of both Houses shall also appoint all necessary personnel for the operation of the Legislative Journal in accordance with the regulations of each House and chargeable to the budget of each House. The Director and all personnel of the Legislative Journal shall be employees of the Legislature and of the House making the appointment, and shall be included in the Exempt Service created by Act No. 345, May 12, 1947, as subsequently amended.
