The said Library must be properly furnished, equipped and maintained under the direction of the Director of the Legislative Service Office, who shall annually include in the general budget of expenses of said office the necessary amounts for the payment of the personnel and for the operation and maintenance of the Library, as well as for the purchase of furniture, equipment and materials, including bibliographic material.
