Upon the conclusion of the term of the mandate of each Legislature, the Secretaries of both Houses shall transfer to the Legislative Library a copy of all the studies, reports, files and documents compiled during the four years by the standing committees and by the special committees of the House of Representatives and the Senate of Puerto Rico.
