The Presidents of each of the Legislative Houses shall be empowered to exempt from the provisions of § 49 of this title not more than one person for each legislator within the degrees of kinship indicated in this chapter, when it is required for the good of the service and as provided by regulations to be promulgated by the Presidents of the bodies for such purposes.
