The Office of the Superintendent of the Capitol Building of the Legislature of Puerto Rico is hereby created with its own juridical personality and capacity to sue and be sued. The Office of the Superintendent shall be directed by a person to be appointed by mutual agreement of the President of the Senate of Puerto Rico and the Speaker of the House of Representatives of Puerto Rico. The Superintendent shall hold office at the discretion of the President and Speaker of both bodies of the Legislature of Puerto Rico, [who] shall also fix the remuneration for said Office.
