The President of the Senate and the Speaker of the House of Representatives of Puerto Rico shall appoint necessary personnel to achieve the purpose of this chapter.The Presidents of both Bodies shall designate the person who shall act in substitution of the Superintendent, in case of his temporary or permanent absence.
