The Trust shall be directed and managed by a Board of Trustees. Said Board shall be composed of the members of the State Capitol Endowment Fund of the Legislative Assembly. All the powers of the Trust shall be discharged by this Board.Trustees who are not members of the Legislative Assembly shall receive a nominal stipend for each day they attend Board meetings. The stipend given as a per diem shall be established by the regulation adopted to such effect, as per the authority conferred under this section. Trustees shall also be entitled to reimbursement for travelling expenses necessarily incurred in the discharge of official functions pursuant to applicable regulations.
