The Legislature may declare the position of Citizens’ Investigator vacant by a concurrent resolution approved by two thirds (⅔) of the total membership of each Legislative Body, after prior notice and hearing, if it determines that he is totally and permanently disabled, or that he has been guilty of negligence in the performance of his duty or improper conduct.In case the office of Ombudsman becomes vacant due to illness, disability, temporary absence or for any other reason, his/her assistant shall assume the functions thereof until his/her successor is appointed and takes office.
