The Ombudsman may make [his] resolutions and recommendations, public, as well as the action taken by the agency, once the Governor and the Legislature have been informed of them.In the cases that the resolution of the Ombudsman is contrary to the position assumed by the agency, he shall also state the reasons that the agency has given to justify the administrative act, unless the agency in question is opposed to it.
