Any person who wilfully and maliciously prevents or obstructs the performance of the Ombudsman’s or of the Office personnel’s functions shall be guilty of a misdemeanor and upon conviction, shall be punished by a fine of not more than five hundred dollars ($500).When the impediment or obstruction mentioned in the preceding paragraph is caused by intimidation, force or violence, this action shall constitute a felony and upon conviction, such person shall be subject to the penalties provided in Article 13 of the Penal Code.
