The Joint Committee created in § 822 of this title shall be constituted by the President of the Senate and the Speaker of the House of Representatives, the Floor Leaders of the various political parties in both Legislative Bodies and the Chairpersons of the Legislative Committees on Youth Affairs of each Body. The Committee shall appoint a Chairperson from among its members by a majority vote. The members of the Committee may designate any other member of the Body to which they belong as a substitute for all purposes and at any time in the Committee. History —Sept. 3, 1996, No. 184, § 3.
