The members of the Joint Committee shall procure candidates for the Program from the various universities and public and private high schools in Puerto Rico. The nominations shall be submitted as provided by Regulations. The selection shall be based on criteria such as education, professional experience and outstanding achievements in benefit of the educational institutions and the educational system in general.
