The Joint Committee shall approve a set of bylaws not later than sixty (60) days after the approval of this act. Provided, That said bylaws shall provide every rule, procedure and consideration needed for the implementation of the Program, including, but not limited to: the requirements of the nominees, the criteria and process for selecting the interns, the criteria and process for selecting the federal dependencies, the payment of stipends, as well as any other matter which the Joint Committee may deem convenient.
