The Joint Committee shall approve regulations to govern its internal operations which shall establish the rules and procedures needed for the operation of the Program, including the payment of stipends. Provided, That the University of Puerto Rico shall collaborate with the procedures pertaining to the educational matters of the Program, including the development of courses to be taken by the interns, the search for lodging installations for the interns and the pending processes to validate their participation in the Program as university credits.
