The Virtual Library of the Commonwealth of Puerto Rico shall be able to request, manage and use funds originating from private sources for institutional purposes. Furthermore, it shall be able to sell its services through contracts with public and private entities; and to retain and use the funds so received for its operations, as well as any other resources it raises, as long as it complies with the ethical rules applicable to all public entities.
