A standing committee of the Legislature is hereby created to be called 'Standing Committee on the Comptroller’s Special Reports', which shall be composed of ten (10) members: five (5) from the Senate, appointed by the President of the Senate, and five (5) from the House of Representatives, appointed by the Speaker of the House of Representatives. Not more than three (3) members for each House may belong to the same political party. The Committee shall appoint by a majority vote a chairman and a secretary.
