The Committee is hereby empowered to adopt operation rules, including rules relative to the divulging of its practices, proceedings, and rulings, as well as the evidence obtained, in connection with any matter under its consideration. Said rules shall provide that any member of the Senate or of the House of Representatives shall have the right to obtain the data and information he may be interested in on any report of the Comptroller, or a copy of such report, upon his request.
