A guerdon which shall be called the 'Medal of the Legislature of Puerto Rico' is hereby established, in recognition of the services and actions of the employees of the Government of Puerto Rico and private citizens. This guerdon shall consist of a gold medal suspended from a ribbon of an adequate color and material and shall be engraved with an appropriate inscription and quote which shall be selected by the Legislature.
